Changes to Trash Collection in Stroudsburg Borough

Do you live in a single or double family residential dwelling? 

Or do you live in residential dwelling with four or less apartments? 

If so, starting January 1st, 2023, you are required to participate in the Borough’s Trash Collection Service! 

Stroudsburg Borough’s new Solid Waste Ordinance requires all residences with four or less residential units to participate in Borough-wide weekly trash collection.  After a competitive bid process, GFL Environmental is contracting with the Borough to provide trash collection services to Borough residents.  By contracting with one hauler, the Borough will be better able to serve residents and make Stroudsburgcleaner and safer for residents.

Who is required to participate?

All single and double residences in the Borough, and all residences with four or less apartments/units in the same dwelling, will be required to participate.  Mixed use and commercial properties are not affected, neither are apartment buildings with five or more units.

What if I like my current trash hauler and don’t want to participate?

The Solid Waste Ordinance passed by Council requires that all qualifying residential properties participate.  Participation is not optional; it is required, and there are penalties for property owners who are in violation.

What are Apartments required to Pay?

For those dwellings that are required to participate, each unit/apartment is  required to have their own mobile refuse cart and pay the required municipal solid waste collection service fee. 

Who is responsible for paying the Municipal Solid Waste Collection Fee?

The Borough’s Solid Waste Ordinance states that property owners are ultimately responsible for the payment of the solid waste collection service fee.  Landlords with apartments may chose to have tenants pay these fees, but ultimately, property owners are legally responsible for timely payments.

What are the costs going to be for this service?

We are currently finalizing the solid waste collection fees, and they will be announced in November.  There will be discounts for quarterly and annual payments.  We will have online and phone payment options as well as traditional payment by mail.

Are there going to be changes to recycling as well?

No, Twin Boroughs Recycling will continue to provide curbside recycling to all residential customers in the Borough.  If your current residential trash hauler is picking up your recycling, they, and you, are in violation!  All residential recycling will continue to be picked-up by Twin Boroughs on established schedules. 

OK, I will be required to participate.  What do I need to do?

First of all, you need to cancel service with your current trash hauler.  Next, you need to register for service with the Borough and choose the size of mobile refuse cart that is right for you.

How do I register for service and chose the size of my mobile refuse cart?

The easiest, and fastest, way to register is right here on our website on this page, or to visit and provide your information.  We are also sending out reminders to all addresses in the Borough, and you can mail them back to us.  Or you can stop by the Borough Office at 700 Sarah Street and register.

We are offering mobile refuse carts in three sizes: 35 Gallon, 65 Gallon and 95 Gallon.  You will choose a cart size during the registration process.  You can choose the size that works best for you.  Please remember that the Ordinance requires that all trash be inside the cart, so it is better to err on the side of a larger cart.

35 Gallon Refuse Cart
Approximately 39” High by 20” Wide
Can hold approximately 2-3 Kitchen Garbage bags

65 Gallon Refuse Cart
Approximately 41” High by 27” Wide
Can hold approximately 4-5 Kitchen Garbage bags

95 Gallon Refuse Cart
Approximately 45” High by 28” Wide
Can hold approximately 5-6 Kitchen Garbage bags

If you do not register with the Borough and choose a cart size, we will provide a 95 Gallon refuse cart.

What about items that are too large to fit in my cart?

As part of the service, you have the ability to dispose of one large bulk item weekly at no additional charge.  Bulk items are considered one piece, or section, of furniture, or one appliance, that will not fit into a mobile refuse cart.  Appliances must have freon removed in accordance with all laws and have an appropriate tag attached prior to pick-up.  Auto parts, lead acid batteries, televisions, monitors, recyclable materials, or a large container with components of solid waste inside are not considered large bulk items. 

Also, additional large bags will beavailable for purchase at the Borough building for the occasional trash that exceeds the amount you can fit into your refuse cart.
