Property owner Municipal and County taxes  and Stroudsburg Area School District school taxes are paid annually in two separate billings.

  • Municipal tax and County tax  at the Discount Rate are due from March 1 to April 30th. Base rate is due May 1 through June 30th. July 1 starts the penalty rate.
     
  • School taxes  at the Discount rate are due August 1 to September 30th. Base rate is due October 1 through November 30th. Penalty rate is due December 1 through December 31st.

All taxes must be paid by December 31 of the year of the billing or they will be turned over to the County Tax Claim Bureau.

Other Taxes

A local Earned Income Tax (EIT) of 1% (.01) is collected by Berkheimer Tax Administrator (610-599-3139). This tax is not part of your property tax bill. Your employer should be withholding this tax from your paycheck if you work in Monroe County. If you work outside of Monroe County, you are still required to pay the tax and can pay it annually. Call Berkheimer Associates to request that they mail you a Tax Return Form with instructions, or you can pick one up in the Borough office. This tax is due April 15th.

An annual Local Services Tax, an earned income and net profits tax is paid to the PA municipality you work in through paycheck deductions which go to Berkheimer Associates for distribution to the municipalities. Monroe County employers can deduct up to $52 annually from their employee’s paychecks in $1 weekly increments.

The laws naming this local tax, setting the amounts allowed to be collected, enabling municipalities to collect it and what it can be used for, are passed at the state level. The law mandates that no less than 25% of the funds collected are used to fund Emergency Services. In Stroudsburg Borough, the Stroudsburg Area School District receives $5 of this $52 and a portion goes into the Borough General Fund. Some residents are exempt from paying this tax, including those who do not work in Stroudsburg Borough, those that work here but earn less than $12,000 annually and those on active military duty or meeting certain disability requirements from active duty service. There are exemption forms that must be completed. Employees are only responsible to pay the tax for the number of weeks they are working in the Borough.
