Borough of Stroudsburg Trash Collection

Who is required to participate?

All single-family dwellings, residential duplexes and residential properties with four or less apartments within the Borough. 

What is provided as part of the service?

Weekly pick-up of trash and one large bulk item per week. 

What day of the week will my trash be picked-up?

Trash service is on Tuesdays & Wednesdays.  See page 2 of this guide for your pick-up day.

When can I put my trash curbside for pick-up?

Mobile refuse carts may be placed curbside after 5:00 pm the day prior to pick-up.  They must be removed by 9:00 pm on the day of  collection. 

What will this service cost?  How will I be billed?

The Municipal Solid Waste Collection Fee for 2025 is:

$42.50/Month
$127/Quarterly
$500/Annually

Billing is through Pennsylvania Municipal Services (PAMS).  Bills can be paid online, by

 phone at (800) 828-0101, by mail, and there is an option for bills to be delivered electronically by email.  All questions concerning billing should be addressed to PAMS.

What if I have trash for pick-up that does not fit in my mobile refuse cart?

Our Ordinance requires that all household refuse be in your mobile refuse cart.  If you have more trash than can fit in your mobile refuse cart, 33 Gallon trash bags are for sale at the Borough Office for $5.00/Bag.  Refuse that is outside the mobile cart and not in approved bags will not be picked-up and you will be cited.  If you are having problems with the amount of trash fitting in your container, the problem probably is that you are not recycling, which is mandatory in the Borough of Stroudsburg.  Costs for trash service are determined by the number of carts; only carts provided by Casella can be used.  Any containers that are not provided by Casella will not be picked-up.

What if I want to change the size of my mobile refuse cart?

Unfortunately, due to Casella policies, we are unable to change the size of your cart.  All new accounts will receive 95 Gallon Carts.   

What if I am a senior on fixed income and can’t afford this service?

Stroudsburg Borough has a program to assist Seniors that may have trouble paying their trash bills.  Applications are available online on the website and at the Borough Building, 700 Sarah Street. 

What is considered a large bulk item?

A large bulk item is one piece, or section, of furniture, or one appliance that will not fit into a mobile refuse cart or an approved bag.  Any appliance containing freon must have freon removed and an appropriate tag affixed.  Large bulk items cannot include auto parts, lead acid batteries, televisions, monitors, computer equipment, recyclables, or containers with solid waste inside.
